RICHARD J ROGERS

An expert in international human rights and international criminal law, Richard advises governments, businesses, international organisations, or individuals facing legal challenges stemming from armed conflict or unstable environments.

Richard is a qualified lawyer in California, England and Wales, as well as Cambodia. He worked for several years as a commercial lawyer in San Francisco, California, dealing with complex intellectual property disputes. He later held senior positions in the UN and the OSCE dealing with war crimes, human rights and legal reform. He was the OSCE’s Chief legal system monitor in post-conflict Kosovo, the Principal Defender at the UN’s Extraordinary Chambers in the Courts of Cambodia, and the head of legal support for the Appeals Chamber at the International Criminal Tribunal for Yugoslavia. In 2016 Richard was hired by the Registrar of the International Criminal Court to review and overhaul the ICC’s legal aid system. Richard has applied his field expertise to ‘business and human rights’ issues and offers a range of services to businesses operating in unstable environments.

Richard’s recent clients include: the UK Foreign and Commonwealth Office; Deloitte (France); Sikhs For Justice; the Transnational Government of Tamil Eelam; the Libyan Ministry of Justice; the National Movement for the Liberation of Azawad (Mali); the Foreign Minister of Bangladesh; the President of the Burundi opposition political party; and a group of Cambodian victims who lodged a case before the ICC. Richard has provided training on human rights throughout Africa, Asia, and Europe.

Richard has testified before the US Congress House Committee on Foreign Affairs, and spoken to human rights issues before the EU Parliament and the Parliament of Bosnia and Herzegovina. He is an Expert for the World Bank Inspection Panel and the UK Stabilisation Unit. He has UK Government security clearance.

ALEXANDRE PREZANTI

Alexandre is a legal adviser specialising in international criminal law and human rights. He has a worldwide practice and professional knowledge of English, French and Russian.

Alexandre holds an LLB with European Legal Studies from King’s College London and the University of Strasbourg, and an LLM in Public International Law from the London School of Economics. He has been called to the Bar of England and Wales.

Alexandre provides legal advice and assistance to individuals, non-governmental organisations and public authorities on human rights and international criminal law. He specialises in evidential analysis in large complex cases, legal drafting and strategic litigation. Examples of his work in this area include representing defendants at the Khmer Rouge Tribunal in Cambodia, investigating and bringing cases to the International Criminal Court and assisting victims to file cases before the European Court of Human Rights. He also advises organisations, individuals and businesses on sanctions and domestic prosecutions under the principle of universal jurisdiction.

Alexandre also participates in rule of law and capacity building projects as a justice sector reforms adviser, international observer and training expert. In this capacity, he has helped to establish the first Rule of Law Centre in Myanmar, conducted a 9-month trial monitoring mission in Georgia, recommended criminal law reform in Viet Nam as well as training CSO and justice sector professionals in Croatia, Cambodia and Ukraine. He has authored or contributed to a number of training and advocacy tools on topics such as violence against women, wartime sexual violence and human rights investigations. Alexandre has also lectured law at the Royal University of Law and Economics in Cambodia and served as Adjunct Professor in International Criminal Law at the University of Washington and Lee in the USA.
