Before founding GD, Richard J Rogers had been seconded by the UK’s Foreign and Commonwealth Office to serve as the Chief Legal System Monitor in post-conflict Kosovo where he gained first-hand Balkan’s experience.

Several years later, Richard was sent back to the Balkans, this time as Team Leader for the UK’s Preventing Sexual Violence Initiative. He spearheaded a multidisciplinary team to address shortcomings in the investigations and prosecutions of war time sexual violence. Richard drafted a judicial training curriculum and delivered trainings on trauma-informed investigations at the judges training school. The subject matter was not only politically sensitive, but also required a delicate psychological and social appreciation to address issues such as shame and stigma.

The UK Embassy in Sarajevo invited Richard back to conduct outreach on the PSVI Protocol throughout BiH. And Richard spoke to the issue before the Parliament of Bosnia and Herzegovina.
