On 26 November 2015, the European Parliament passed a Resolution “on the political situation in Cambodia (2015/2969(RSP).” This Resolution outlines recent human rights violations in Cambodia and provides further support for the Communication filed by Richard J Rogers to the Prosecutor of the International Criminal Court. The Communication, filed on 7 October 2014, notified the ICC Prosecutor of the crimes against humanity committed by Cambodia’s Ruling Elite against Cambodian civilians since July 2002. On 1 December 2015, Richard J Rogers filed a brief to the ICC Prosecutor, inviting her to consider this European Parliament Resolution when reviewing the Communication. The Resolution supports the argument that the Ruling Elite (through the Cambodian State apparatus) have committed persecution and illegal detention against perceived dissidents. It further supports the argument that the Cambodian judiciary is neither willing nor able to prosecute the crimes outlined in the Communications.
